Aim
The aim of this role is to oversee engineering design activities for a specific engineering discipline or disciplines within the Hitachi ICSE organisation in order to support engineering quality across HICSE projects. The role will include direct management of technical activities assigned by the Senior Engineering Manager.
Role
Reporting to the Senior Engineering Manager, the main responsibilities of the role holder include, but are not limited to:
Take on the CEM responsibilities for designated discipline(s) within assigned projects
Deliver the Engineering work on the programme as defined by the Programme Plan
Deliver a compliant engineering solution in accordance with the agreed requirements baseline
Ensure change is managed in a timely manner across the system architecture and supply chain
Provide inputs into the Engineering Manager for overall programme change
Responsible for managing the engineering baseline of the system
Work within the engineering and project management teams to deliver business and technical objectives
Where a potential non-compliance with standards is identified, the CEM shall review the evidence and, where considered justified, shall submit a variation or derogation application.
Tasks
Achieving success in the role will be indicated by performance on tasks such as:
Adherence to the HICSE Business Management System (this is mandatory for all role specifications)
Adherence to relevant rail industry, technical standards and HICSE processes
Attendance at technical and engineering interface meeting as directed by Engineering Manager and the HICSE PM
Identify and raise key issues to the Engineering Manager and PM affecting the safe delivery of projects
Implement an interdisciplinary design review process, or utilise a process implemented by another organisation as agreed for the project, for all design documentation which has an interface with other engineering disciplines.
Liaise with Test function to ensure appropriate build plan is delivered to and ensure that issues are driven through to resolution
Lead the development of the acceptance process and reporting for system requirements through formal qualification
Assess supplier compliance statements
Liaison with Procurement to ensure supplier baselines are maintained and change is managed
Any design issued to Network Rail for Acceptance shall be reviewed by the CEM to confirm that the design:
a) Has been produced by competent designers;
b) Has been subject to a design check by competent checkers to verify that the information accords with the contract and the applicable standards communicated in the contract;
c) Has had all necessary interdisciplinary design reviews carried out
d) Includes evidence that the designer has considered design risk as required by the Construction (Design and Management) Regulations and eliminated such risks, where reasonably practical to do so, or communicated the residual risk in the design documents.
The CEM shall not allow any products, materials, equipment, infrastructure, and other systems to be utilised that are not approved for use in accordance with applicable standards.
The CEM shall ensure that a risk management process is implemented that:
identifies and mitigates risk;
communicates details of unmitigated risk;
supports the project Risk Log
The CEM shall produce Engineering Compliance Certificates to support delivery and commissioning of systems.
Key Skills & Technical Competencies
Experienced in the design and construction of systems in safety related industries, ideally with knowledge of railway control and simulation systems
