As the Trade Compliance Manager, you will communicate with all JR business units to streamline export and import processes to ensure common process, procedures, and best practices are shared and implemented as appropriate for a large product mix.

This position can be hybrid/remote with the ability to travel to Michigan or other local business units as needed ~20%. 

What You’ll Do: 

General Responsibilities:

  • Communicates with all JR BUs to streamline export and import processes to ensure common process, procedures, and best practices are shared and implemented as appropriate.
  • Provide JR employees with access to export and import compliance resources and be a dedicated resource for employees to ask questions of.
  • Responsible for both operational import and export support at all JR business units
  • Coordinates the day to day aspects of import and export compliance adhering to applicable US and non-US laws and regulation pertaining to international trade as well as ensuring compliance to JR company
  • Monitors exports and imports for all JR business
  • Keep all relevant records related to transactions that are governed by import, export, and special trade program laws (NAFTA/USMCA).
  • Ensures current HTS (Harmonized Tariff Schedule) classification and country of origin information is accurate and complete for all imports and exports.
  • Manage and conduct periodic reviews of customs brokers, freight forwarders, and transportation providers on matters pertaining to import and export regulations.
  • Conduct and assist in conducting export and import training as needed for required JR
  • Internal Auditing of Import and Export
  • Maintain required metrics for the logistics
  • Maintain routing instructions for

Export Responsibilities:

  • Maintains and updates as necessary the JRA Export Control
  • Maintains export checklist procedure to ensure compliance is met on all
  • Ensures departments are compliant with the JRA 2020 Export Manual – ensuring that the JRA Corporate Export Control Committee meets at least once a year to discuss recent developments in export control
  • Support denied party screening as mandated by the US Government, according to consolidated screening list (CSL).
  • Performs export “Jurisdiction Review” to determine if items or products shipped fall under ITAR CCL or other export-controlled programs, also ensures any licenses are obtained prior to shipment and all registration is completed with US or foreign customs.
  • Ensures the Export Screening Form (ESF) is correct and provided appropriate feedback to those requesting an export, ie, proper valuation, allocation of ownership, transportation, and other items are correct to ensure JR’s exposure and risks are minimized.
  • Assists in facilitating export document creation to meet destination country

Export Control Classification Responsibilities:

  • Classify and the applicable ECCN to determine if it requires
  • Submit applications for export license required products, services, and technology

Import Responsibilities:

  • Maintains and updates as necessary the JRA Import Control Manual
  • Maintains import shipment
  • Performs HS Classification and maintains corporate dataset of HTS
  • Identify any other relevant import requirements such as NAFTA, dumping/countervailing, special country of origin marking and packaging requirements.
  • Document international supplier standards to specify requirements for commercial invoice, country of origin marking and other government legal requirements.
  • Identify and properly declare tooling and CTPAT – security point person

USMCA Certification:

  • Perform and document USMCA Qualification
  • Maintains and produces USMCA Certificates of product
  • Solicit suppliers to provide country of origin/USMCA certificates for component
  • Complete analysis on relevant products according to USMCA
  • Maintain and document
  • Maintain knowledge, research changes, and assist in training on:
    • ITAR, CTPAT, USMCA(NAFTA), EAR, BIS, CFR19, other applicable

What You’ll Bring: 

  • Associate or Bachelor’s degree in Business or related fields preferred.
  • A minimum of 5 years’ experience working in import/export, trade compliance and or supply chain role.
  • Knowledge of US Customs regulations and International Anti-Bribery
  • Experience in the implementation and maintenance of a compliance program, including training, policies, and guidelines.
  • Experience with different forms of exporting including shipping, rail, air, road, and
  • Demonstrated knowledge of:
    • Incoterms
    • Export Administration Regulations
    • ITAR Regulations
    • Customs Regulations
    • Product Classification (HTS and ECCN)
    • Knowledge of import and export regulations in countries other than the USA.
  • Must be willing and able to travel up to 20%.

Skills You’ll Have: 

  • Strong communication and interpersonal skills 
  • Experience leading remote employees preferred
  • Proficient in MS Office and strong research and writing abilities with public speaking
