Hitachi Rail is looking for an enthusiastic self-motivated Manufacturing Site HR Manager in Hagerstown, MD in support of our North American Vehicles New Facility, who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic.

As Manufacturing Site HR Manager, the candidate will, under minimal supervision, prepares documentation and forms for support of the Department. Responsible for maintaining Human Resources programs, maintain documentation and records within the Human Resources Department and supports various functions. The confidentiality of employee information and communications must be maintained within the HR Department. The position will also own full cycle payroll, exempt and non-exempt Union Payroll. Must thrive in a fast paced environment, be organized, efficient and consistent with performance.

Accountabilities: (included, but are not limited to)

  • General HR program/policy, administration, and compliance.
  • Employee hiring, onboarding, termination, and records maintenance.
  • Employee and labor relations and communications.
  • Rewards program coordination and/or administration.
  • Relocation services (domestic and international).
  • Immigration services.
  • Oversight of Compensation and Benefits.
  • Oversight of Payroll.

Knowledge, skills and abilities:

  • Advanced computer expertise, including proficiency in Microsoft Excel, Word, Outlook, and PowerPoint.
  • Deep knowledge of disciplinary process and EEOC investigations.
  • Knowledge of federal, state, and local wage and labor laws. Workers Compensation, OSHA, PDL, FMLA, CFRA, ADA and FFCRA.
  • Excellent verbal and written communication skills.
  • Organization, independence, and confidentiality focus.
  • Proactive and independent with the ability to take initiative.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Familiarity with local laws, regulations, and best practices.
  • Maintain sensitive and confidential information in the utmost professional manner.
  • Automated HRIS and Payroll systems experience a must. Workday, SAP and ADP experience strongly preferred.
  • Knowledge of US and State payroll tax requirements.
  • Attention to detail and high level of accuracy.
  • Knowledge of Union Contracts and Negotiations. A plus.

Experience:

  • Manufacturing: 3-5 years (Required)
  • Human resources management: 3-5 years (Required)
  • Labor Relations/Union: 3 years (Preferred)

Education:

  • Bachelor’s degree in human resources or related field, or equivalent work experience, required.
