HITACHI RAIL is looking for an enthusiastic self-motivated Senior Local Procurement Buyer who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Pittsburgh, PA.

Duties/Responsibilities

  • Negotiate pricing with Suppliers with a strong focus on T&M rate structures
  • Negotiate Terms & Conditions
  • Assess risks
  • Conduct, analyze and present market trends
  • Maintain relationships with existing Suppliers and source new Suppliers
  • Communicate regularly with Procurement Management team and other internal stakeholders
  • Fulfil the roles of a Lead Buyer e.g. ensure that purchasing requirements are defined and provided including schedule/milestones, update purchase requestor on status of request, present PO for approval and issue it to the Supplier for acknowledgment etc.
  • Main purchase category: Direct Business Services (Design Services, Engineering Services, Testing Services, Logistic Services etc.)

Required skills/experience:

  • Minimum of 5 years of experience in a procurement/buyer role
  • Experience with Framework Agreements
  • Commercial negotiations – terms and conditions
  • Supplier qualification processes and methods
  • Vendor rating/suppliers monitoring
  • Reporting
  • Purchasing Processes and Procedures
  • Benchmarking and Risk Management
  • IT Tools (MS Office, SAP, E-Auctions)
  • Continuous improvement
  • Documentation management
  • Procurement Planning Methods
  • MPS-MRP techniques
  • Cost Controlling & Budgeting concepts/basics
  • Negotiation, analyzing,
  • Excellent verbal and written communication skills
  • Proficient in Microsoft Office Suite
  • Efficient typing skills, with an emphasis on accuracy
  • Ability to compile information and propose a decision
  • Ability to work with high volume
  • Excellent organization skills and attention to detail.

Optional skills/experience:

  • Desired SAP knowledge
  • Desired DocuSign knowledge

Languages 
Fluent knowledge of English (written & spoken)
