POSITION TITLE:             Procurement Engineer

DEPARTMENT NAME:     Supply Chain

REPORTING TO TITLE:   Assistant Manager, Purchasing (Supply Chain)

 
GENERAL DESCRIPTION
 

The Procurement Engineer will be responsible for supporting all technical activities within the Supply Chain Team. This includes but is not limited to supplier development and management, foreign trade support, parts planning and roadmap development for reduced cost, capacity, and business continuity planning of semiconductor equipment parts to support operations for Hitachi High Technologies America, Inc.  This position will interface with both global and domestic suppliers as well as customers and engineers on current and emerging purchasing and supply chain issues and projects.

 

The desired applicant must have minimum of 4 years of manufacturing experience related to semiconductor equipment or parts manufacturing. It is preferred that the applicant have a minimum of 5 years’ experience working on or designing Hitachi etch equipment or other related semiconductor manufacturing equipment. The ability to communicate fluently in English is required.  Four year college degree in Engineering, Mechanical, Electrical, Manufacturing Engineering, Physics or Science   The successful candidate must be well-organized and have the ability to make complex and timely decisions as part of supply chain team.  Effective communication and presentation skills, negotiation and problem solving skills are required.  Domestic and international travel is required.  Advanced knowledge of Microsoft Office (especially Excel) is necessary.  Basic knowledge of SAP is preferred.

 
PRIMARY RESPONSIBILITIES
  • Working with suppliers to focus on HTA objectives, cost-down, value engineering, rework opportunities, cycle time reductions to enable a more agile supply chain engagement with suppliers. Help understand supplier challenges and adjust sourcing strategy accordingly.
  • Create deliverable schedules from the time a part is documented until the time the prototype has been completed to the time of delivery for multiple items.
  • Maintain/Update Vendor List (AVL) in collaboration with Product Support / Quality Management and Supply Chain.
  • Technical contact for supplier meetings.
  • Foreign Trade technical support – import / export classification and technical review.
  • Must be able to read and interpret mechanical drawings and specifications.
  • Initiate and drive cost, lead-time and inventory reduction in the commodities assigned.
  • This position requires the person be a highly organize, self-motivated, and driven individual who can work independently
  • Analysis and review of parts in the field including but not limited to:
    • Serve on cross functional teams led by the purchasing team for market analysis, supplier selection, qualification, development and evaluation as well as act as a liaison between partnering functions, customers and suppliers to assure that specifications, acceptance and testing criteria are clearly identified, documented and agreed to by all parties.
    • Liaise with field staff (Service Engineers, R&D Engineers and others) and material planning teams (MRP) to collect and interpret maintenance patterns to optimize inventory and anticipate movements in customer demand.
    • Utilize technical knowledge to guide BOM (VF) meeting decisions for HTA/customer mutual benefit.
  • Design and qualification of new parts including but not limited to:
    • Coordinate qualifications of new components through First Article
    • Support the purchasing team price negotiations with suppliers utilizing various strategies such as value based, cost-plus, price/cost analysis, etc.
    • Effective negotiation skills and contract knowledge for implementing Quality Assurance Agreements, Specifications, Technical Delivery Conditions, etc.
    • Work with the Service Manager’s at the site to coordinate beta test parts, track the parts in the tools, the status of the parts and meet with the customer directly on a regular basis to discuss the status of the beta test to ensure follow through.
    • Build relationship with Japan based factory to understand technical challenges of overseas supply base, determine how HTA can interface effectively and creatively to address constraints.
    • Semiannual (or as frequently as needed) face to face trips with the Supply Chain Team to Hitachi factory and sub-supplier factories manufacturing facilities to determine capabilities, capacities potential reductions in cost and manufacturing continuous improvement for both manufactured and off-the-shelf parts.  
    • Working with the purchasing team, responsible for packaging requirements to ensure safe transportation of instrumentations and spares.
    • Continuously review the potential for new parts to be globally sourced. Visit all VF sites on a regular basis and discuss these options with the customer and our site engineers and Service Managers.
    • Support development activities related to the development of our critical suppliers
    • Work with Portland Engineering Center to support R&D of spare parts for continuous improvement program
    • Partner with the Product Support Team for purchasing specifications (coordination) and drawings (management)
    • Continually search for standardization opportunities
    • Participate in the HTA cost down program and roadmap planning
  • Supply Audits and Qualification including but not limited to:
    • Support Supply Chain and Quality visits to domestic suppliers, and monitor supplier performance, drive continuous improvement of metrics.
    • Verify capacity and quality issues with suppliers and continuously improve the review process and performance measure process to create positive supplier relationships and reduce HTA risk.
    • Conduct periodic supplier audits in collaboration with Supply Chain and Quality Management
    • Identify and develop and maintain potential supplier relationships so as to achieve corporate goals and bring added value to the organization
    • Participate in supplier performance review, selection and qualification to ensure that suppliers are conforming to organizational expectations and requirements
    • Proactively work with suppliers on Continuous Improvement Projects
    • Manage a group of commodities to develop and sustain supplier relationships to achieve key organizational objectives
    • Work with customers to support Value Engineering of spare parts for High Volume Manufacturing
  • Supplier Performance Monitoring including but not limited to:
    • Working with the purchasing team to create and report monthly supplier quality reports that show Pareto of supplier performances, create development plans for suppliers that include root cause analysis and corrective actions (8D FMEA, SPC, Control Plan, etc.) in collaboration with Product Support / Quality Management
  • Product Warranty Support including but not limited to:
    • Driving claim management process & assist in non-conformance costs recovery
    • Review and understanding of FA translation from Hitachi factories (coordination with QA department and Product Support)
    • Collaborate closely with other quality personnel, procurement, Purchasing, engineering, production and planners to review and prioritize warranty claims.
    • Help to improve the Non-conforming product process working with Product Support Team to provide technical support, review, analysis and management.
  • Support the ISO documentation process for audit and review.

Qualifications

 

EDUCATION, LICENSES, AND/OR CERTIFICATION REQUIREMENTS

  • A Bachelor's Degree in Engineering, Mechanical, Electrical, Manufacturing Engineering, Physics or Science or equivalent major.
  • Degree/Master holder in Materials/Chemistry/Electrical Engineering a plus
  • APICS or ISM certification a plus
EXPERIENCE AND TRAVEL REQUIREMENTS
  • At least 4-6 years of experience in manufacturing experience related to semiconductor equipment or parts manufacturing
  • Knowledge of ISO 9001
  • Minimum of 8 years’ experience semiconductor manufacturing equipment experience (preferably in etch)
  • Ability to travel to other domestic locations required (up to 50%)
  • International travel as needed.
SKILLS AND ABILITIES REQUIREMENTS
  • Must speak, read and write English (technical specifications).
  • Ability to speak Japanese a plus.
  • Strong solution-focused work ethic with a high degree of flexibility supporting multiple projects of varying complexity and priority.
  • Periodic reporting and presenting to key stakeholders of goals, objectives, issues and resolutions related technical challenges for supplier and parts management.
  • Must be proficient in Microsoft Excel, Word, Powerpoint, and Outlook.
  • Autodesk AutoCAD, Creo Parametric 3D Experience or equivalent.
  • Excellent Communication and Interpersonal Skills; Proficient Technical Writer.
  • Strong Structured Problem Solving Skills.
  • Project Management Skills Inclusive of Project Planning and Risk Assessment / Mitigation.
  • Have basic knowledge and experience in SAP or other ERP system.
  • Have excellent verbal and written communication skills.
  • Must be able to resolve difficult technical issues and devise long term plans to resolve ongoing service parts related issues at customer sites, at suppliers, and with the factory.
  • Handle all duties with discretion while maintaining confidentiality.
  • Special, short- or long-term projects as requested.
  • Must be able to support other international time zones by working potentially non-core hours as needed.
