Scope of Job



Maintain Plans / Define Targets

To develop and maintain plans and define team targets to achieve key Sections, targets and budgets. Ensure compliance with applicable legal legislation.




To monitor site HSE KPIs , department HSE KPIs and HSE budgets to ensure all KPIs are achieved and negative trends are addressed.



Co-ordinate Resources

To co-ordinate and arrange resources to achieve required Plant HSE tasks and facilities maintenance alongside the facilities supervisor.



Teamwork / Continuous Improvement

To maintain and develop a teamwork environment and one that promotes and utilises team driven continuous improvement activities.



Process / Area Improvements

To identify, support and drive short to medium Site and SHE improvements, especially around training gaps.



Direction / Development

Provide direction and motivation as required and ensure the development/training of direct and other staff in order to ensure key SHE concerns are addressed.

Typical Knowledge & Skills

·         Should have the ability to remain calm under pressure

·         Strong work ethic, problem solving and receptive of feedback

·         Must have positive ‘can do’ attitude

·         Must be a self-starter but should have the drive to see tasks/projects through to completion

·         Must be able to operate independently with minimal supervision

·         Must have the ability to co-ordinate multiple tasks with a team (Must not work in silo)

·         Strong work ethic, problem solving and receptive of feedback

Typical Qualifications and Previous Experience

·       NEBOSH National Certificate or NEBOSH National Certificate in Construction Health and Safety Environmental/IEMA qualifications would be a distinct advantage

·       Knowledge in the provisioning of work permits

·       Familiarity and working knowledge of common facilities management legislation / standards would be a distinct advantage

·       Experience in the safe and environmentally sound maintenance of site utilities and facilities

·       5S & Kaizen experience

·       Mental health awareness

·       Experience in providing health and safety advice across all levels

·       Very good communication and interpersonal skills

·       Previous experience in a manufacturing environment

·       Good PC skills

·       Good training skills

·       Previous experience of working in a matrix environment

·       In conjunction with others, undertake the development, operation and maintenance of health, safety and environmental systems

·       Exposure to managing projects and equipment maintenance systems

·       Experience in CE marking of production equipment/machinery

·       Exposure to providing SHE advice to management team and conducting SHE audits

Dimensions; Organisational Level & Limits of Authority

·         Proposing and achieving key objectives, targets and budgets for responsible areas.

·         Direct Report to: HR Business Partner                               Dotted line report to: DGM

Level of Customer Interface – Internal & External

Mainly internal communication.  Key contact for external enforcement agencies and contractors.


Duties & Key Responsibilities


·         Act as appointed person for Health, Safety and Environmental (HSE) matters. (60%)

o    In conjunction with others, undertake the development, operation and maintenance of Health, Safety and Environmental systems

o    Provide advice, support and training across all levels of the business

o    Conduct regular H&S audits on-site and maintain a risk register to prevent H&S accidents as well as ensuring compliance to legal H&S regulations

o    Lead H&S investigation in the event of an accident and set up preventative measures

o    Check and certify the on-site equipment/processes for safe operation

o    Raise awareness of safe methods of working on-site

o    Generate and submit monthly internal / external reports on H&S KPIs on site

o    Support the Hitachi EU H&S , Environmental Management leaders in implementing the necessary changes

o    Ensure compliance with ISO14001 and all applicable legislations

o    Coach and develop key site roles

o    Act as a positive contributor to BCP and BCP testing

o    Communicate with regional counterparts to take a regional approach towards PDCA continuous improvements

o    Report on all HSE KPIs, whilst creating a pro-active environment towards HSE

o    Ensure that site contractor handbook is always up to date, alongside RAMS and permits to work.



·         Work alongside facilities supervisor to develop and maintain Site Facilities PM plans, Kaizen Tasks and achieve Key Sections Targets and Expenses Budgets. (40 %)

o    Ensure Plant Facilities equipment / systems are compliant to the required legislation

o    Responsible for meeting internal and external audit requirements for Facilities / SHE

o    Investigate (organise assistance as required) and correct abnormal conditions/issues and ensure countermeasures are implemented in a timely manner for Plant facilities.

o    Monitor and ensure standardisation and safety of staff operations around Site and Facilities equipment.

o    Hold regular review/improvement meetings both with support staff and the team.

o    Monitor, analyse and report key measurable and their trends, along with action/countermeasure status.
