is seeking a Head of Procurement - Americas
, to work in Pittsburgh, Pennsylvania
. The Head of Procurement will be required to perform complex project and management accounting duties as part of a dynamic rail transportation company, including: (i) create and develop a global world class supply base in accordance with the company's global organizational procurement strategy; (ii) create and improve the global best-practice based processes (including leadership of high-value/strategic sourcing efforts), in-line with the company's objectives and mandates; (iii) manage business process outsourcing activities across multiple countries, including the identification and realization of cost-saving and cost-reduction opportunities; (iv) manage global and local procurement staff in sourcing, contracting, transactional purchasing, supplier management, and miscellaneous internal procurement support activities; (v) manage the skills and competency development of procurement staff, including training development and knowledge management capabilities; (vi) provide leadership of cross-functional teaming across other business functions and initiatives including continuous improvements; (vii) provide budget management for categories under management, and for procurement; and (viii) build a Procurement Center of Excellence to help transform the Local Procurement Team into a Global Procurement team, and support a broader transformation of the company's entire value chain. Position requires
a minimum of eight (8) years of experience in a procurement management role. Experience required
with the following: (i) five years of procurement management experience specific to the rail transportation industry; (ii) experience with international sourcing, and working with global suppliers, on turn-key projects requirements which includes design through to the delivery of an entire rail system, including operations and maintenance; (iii) experience with delivering "turn-key" rail transportation projects valued at least $500 million (U.S) or greater; (iv) experience with commercial and contractual requirements, including engaging with national and international suppliers regarding sub-systems; (v) experience with rail related trackwork systems, overhead power supply systems, 3rd rail power supply systems, depot and facility equipment, SCADA systems, Data Communication based systems, telecommunications systems, and signaling systems; (vi) experience with civil construction, system integrations, and testing and commissioning activities for rail transportation projects; (vii) experience with managing the financial, accounting, budgeting, cost management, treasury, and risk management functions for global procurement related to rail transportation projects; (ix) experience with procurement management for rail projects utilizing sourcing and procurement principles and best practices, and specifically related to construction, engineering, business services and signaling sectors for rail projects; (x) experience utilizing rail industry cost structures and models, including through project life costing matrix; (xi) experience with legislative and regulatory requirements, and global standard contractual terms and conditions to mitigate legal risk, including risk of loss, limitation of liability, damages and litigation; and (xii) experience with Scheduling, Pain/Gain Models, KPI building, Insurances, Bonding, and Liability principles, relating to rail projects within or for the Americas.
Must be willing and able to travel domestically and internationally 50%
of the time.
