Hitachi Rail is looking for an enthusiastic self-motivated OS&M GLOBAL CATEGORY MANAGER who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based Naples.

Project Description

According to the strategy defined by the Director of Procurement OS&M is responsible for the implementation of the Procurement strategy for the Category of products and services of reference - across platforms and regions - within the OS&M business area. Deliver world-class results and a competitive advantage in the category on allocated portfolio. Developing and delivering a global service and maintenance category strategy, across platforms and geographical area, breakthrough ideas, best-in-class approaches, bringing the outside inside including innovation and sustainability, and managing the sourcing cycle and supplier relationship management. Balancing total cost of ownership (TCO), strategic delivery. Translating global category strategy to pragmatic sourcing and actions plan, collaborating with the managers of the geographical areas. Defining the team required to successfully deliver the project plan. Undertake category management activities as required. Drive plans to successful execution. Accountability for category results building on the effective interface with stakeholders at all levels across functions and geographies and leading relevant cross-functional teams.

  1. Category Management
  • As a key member of OS&M procurement team, acts to ensure self and all team members are seen as examples of professional procurement practice, stated ethics, regulations and other procurement and legal policies;
  • Ensure 100% alignment and delivery of OS&M Procurement targets for Operation and Service Maintenance, Logistics and Supply Chain;
  • Delivers high quality strategic solutions to meet the needs of the OS&M organisation, delivering value and having significant coverage and commercial influence over allocated expenditure;
  • Demonstrates effective stakeholder management ensuring delivery of commitments to key stakeholder areas relevant to category and the wider business;
  • Effectively communicates the Business's and Procurement's strategic direction and cascades into objectives and action plans;
  • Takes ownership of specific tasks/projects as directed by the Director of OS&M Procurement Coaches and mentors' colleagues where appropriate;
  • Define and drive OS&M procurement strategies implementation for strong spend optimization
  • Develop strategic sourcing strategies and processes to be proposed to the Heads of the geographical areas;
  • Lead category strategy through driving and facilitating assembled project team of defined key stakeholders to achieve agreed outcomes;
  • Track performance within each spend category and define budgetary impact collaborating with Planning Manager;
  • Take Saving actions and share the results at the Planning office;
  • Monitor strategy implementation and contract compliance;
  • Drive best practices;
  • Champion and secure TCO reductions for the category across the global business;
  • Develop an expertise in the global procurement spend categories;
  • Contributing to defining the procurement risks that will be tracked by the OS&M Operational Supplier Performance Procurement Team; contributing to the determination of group-wide risk management and monitoring the status of the actions taken;
  • Undertakes and leverages rigorous business requirements analysis and aligns category strategies to OS&M business objectives;
  • Designs and implements category strategies that also deliver other performance targets such as cost, quality, delivery, innovation and category risks;
  • Drives global category innovation and continuous improvement across the business, acting as a role model around quality and process standards;
  • Develops and maintains detailed supply market knowledge and tools that drive innovative sourcing solutions within their key sub-categories;
  • Reports on category level performance metrics and other relevant management information;
  • Holds regular review sessions with key internal customers to ensure that the business needs are being met effectively;
  • Conducts supplier segmentation and develops, maintains and communicates a preferred supplier and approved product/service list for their agreed categories;
  • Understands the impact of category decisions on the business;
  • Prepared to constructively challenge stakeholders, processes and existing working practices through the use of informed-data driven thinking;
  • Provide inputs in the Rolling stock negotiation with system supplier for future projects;
  • Provide data and support to OS&M planning procurement budget and cost saving accounting;
  • Support BID Procurement in bidding phase for cost estimation;
  • Take part in homogeneous working groups for the definition of costs for tenders;
  • Communicates the value of the Procurement function to the business;
  • Interact with the Heads of the geographical areas to propose optimization and stipulate contracts to support operational activities, creating value for OS&M;
  • Develop strong relationships with key stakeholders at all levels to understand and align Procurements objectives with the business' needs, to align on a course of action and to remove barriers;
  • Understands Hitachi global rail business strategy and how it impacts Hitachi Operations Service and Maintenance Procurement
  • Specifically, understand the strategy and approach for all category relevant functions in order to best support their customer, procurement and supply management needs.
  1. Supply Management
  • Develops and manages appropriate supplier relationship management program with key global category suppliers;
  • Develops and implements rigorous contracts for all global category suppliers within the category, incorporating service level agreements and continuous improvement targets;
  • Drives supplier and product/service rationalisation through cross-functional reviews with key stakeholders;
  • Use a broad array of approaches and techniques to negotiate with suppliers in an ethical manner, to ensure business requirements and procurement objectives are met or exceeded, and to ensure supply relationships are maintained appropriately;
  • Drive success of global contracts by overseeing implementation across all appropriate business areas in conjunction with regional teams. Identify compliance issues, working with key stakeholders and regional procurement to rectify where possible;
  • Leads and facilitates appropriate supplier/cross-functional workshops to seek and implement innovative and value adding ideas and proposals from suppliers;
  • Lead cross-platform negotiations and define master agreements with Global/Local Suppliers;
  • Understand the strategy and approach for all category relevant functions in order to best support their customer, procurement and supply management needs.

Job requirements
Required Skills/ Knowledge
  • Proven experience of relevant and successful strategic category management within Railway system s takeholders;
  • Extensive demonstrable experience in successfully leading the negotiation of contracts across technical, commercial and legal areas;
  • Excellent functional Procurement experience managing Global Categories across multiple geographies. Is able to include knowledge and experience of world-class category management and sourcing practices;
  • Excellent interpersonal skills and ability to champion the vision of the organisation;
  • Ability to work under pressure and prioritise workload;
  • Ability to facilitate multiple activities at any one time, and effectively communicate current positions;
  • Experience working across international borders, and good professional command of English and preferably Italian language;
  • Proven track record of consistent performance and delivery. Can make things happen;
  • Influential and assertive;
  • Strong analytical and qualitative skills;
  • Strong project and change management capabilities;
  • Experience of leading, motivating and developing people through difficult period/ large change program;
  • Ability to balance total cost of ownership (TCO), strategic delivery;
  • Knowledge of Hitachi global rail business strategy and how it impacts Hitachi Operations Service and Maintenance Procurement;
  • Ability to operate effectively in different cultures and across geographies, including managing stakeholders and colleagues remotely (across distance and time zones);
  • For materials, ability to effectively undertake Value Analysis and Value Engineering to identify and drive benefit opportunities.

Education / Qualifications
Graduate qualification (ideally Master Degree educated), (and/or) proven experience in the Rail Industry of at least 5 years. Engineering Mechanics degree or equivalent preferable.
