Role Overview

The aim of this role is to coordinate and manage all the following HICSE Engineering activities from a functional management perspective and where necessary, direct project delivery; systems integration, formal testing and test management, test equipment planning & management, commissioning & installation, post-delivery warranty & support engineering management.

Main Tasks and Responsibilities

Reporting to the Head of Engineering, tasks shall include but not be limited to:

  • Leadership and Management of the Test, Commissioning, & Support (TCS) resources within Engineering Department across all HICSE sites
  • Responsible for planning, coordinating all TCS activities on HICSE projects in conjunction with Project Technical leads
  • Tester in Charge (TIC) responsibilities for production / checking of testing documentation required for Network Rail projects including test plans, safety documentation and associated commissioning sign off documentation
  • TIC Responsibilities for the management and planning of the offsite testing, rehearsals and commissioning activities
  • TIC Responsibilities for testing and certifying the safety of new systems / installations.
  • TIC Responsibilities for testing and certifying the safety of systems / installation modifications
  • Responsible for the overall delivery of all TCS activities on HICSE projects
  • Provision of support across the Systems Engineering lifecycle ensuring that design for test, design for maintenance and design for supportability principles are considered
  • Support the Head of Engineering in Cost Centre Management
  • Ensure Through Life Support principles are developed within the Engineering Department
  • Provide ITIL Support Services to delivered systems
  • Ensure that TCS resources are allocated to projects in accordance with project requirements
  • Ensure that the Engineering Department maintains a suitably qualified and experienced team
  • Ensure that the Engineering Department adheres to BSEN 50128 where required
  • Ensure that the TCS processes within the BMS are maintained and adhered to
  • Ensuring that the Test Leads on projects adhere to the BMS
  • To improve the TCS capability of HICSE through new test methods such as test automation

Achieving success in the role will be indicated by performance on tasks such as:

  • Ensuring project adherence to the HICSE Business Management System
  • Lead and manage sentencing boards, triage sessions and CCB for cross project change and issue management
  • Liaise with relevant departments to ensure adequate resource is available to support defined engineering commitments within each support contract
  • Liaison with customer community where appropriate and in line with Project expectations
  • Manage and conduct range of through life support tasks, including but not limited to, issue sentencing, change control boards, technology refresh, obsolescence management, build management, systems integration & deployment
  • Provide inputs into bids and proposals for ILS (Integrated Logistics Support) or Through Life Management services
  • Approval/Preparation of Test Plans, Specifications and Reports.
  • Day to day line management of TCS staff and contractors engaged in TCS activities
  • Reviewing Engineering documentation for suitability for testing
  • Carry out TCS activities both on and off site, in accordance with the relevant specifications and QA procedures as requested by Projects Department
  • Liaison with developers and management to assist in the development process
  • Maintain and improve where appropriate the HICSE BMS and product development schedules, plans
  • Assess compliance with regards to product and QA requirements
  • To assess, procure and utilise new test equipment and resources as required
  • To promote and implement test automation where practical
  • Provide Customer reports in line with project expectations
  • Support the business in the provision of suitable tools for ITIL based management & reporting  

Key Skills and Experience

  • Qualified ITIL v3 or v4 Foundation practitioner is highly desirable
  • ISTQB Advanced certification (e.g. Test Manager) or significant experience of software intensive systems integration and testing within safety related environment
  • This role requires the holder to be able to demonstrate or work towards demonstration of the following technical competencies
    • IRSE: Signalling Tester In Charge Licence
    • IEEE Software Engineering Competency Model v1.0: All Skills in Table A14 and detailed in table B14  - Software Testing Activities; Test Planning, Testing Infrastructure, Testing Techniques, Testing measurement & defect tracking
    • ITIL v4: Service Value Stream (SVS) practices of General Management, Service Management and Technical Management;  
      • General Management: Workforce & Talent Management, Continual Improvement, Measurement & Reporting, Risk Management, Project Management
      • Service Management: Service Desk, Incident Management, Service Request Management, Problem Management, Problem Management, Release Management, IT Asset Management
      • Technical Management: Deployment Management, Infrastructure & Platform Management
  • Experience of delivery of Service & Support Contracts and Services
  • Good knowledge of Office Productivity software such as MS Office, Word and Excel
  • A good understanding of modern testing philosophies, tools and methods
