Honolulu Project Quality Manager who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in

Accountabilities: Perform the functions of Project Quality Manager on the Hitachi Rail Honolulu (HRH) Core Systems Contract per Honolulu Rail Transit Project (HRTP) Special Provisions. These functions include:
o Interfacing directly with the Honolulu Authority for Rapid Transportation (HART) Quality Assurance personnel;
o Responding to HART's quality concerns in a timely manner;
o Supervising HRH QC Engineer;
o Implementing the HART-approved HRH Quality Assurance Plan (QAP);
o Interfacing with the program level team as well as subcontractors and suppliers to ensure the proper execution of the project in accordance with applicable planning documents and contractual requirements;
o Quality interface with primary subcontractors and responsible for unified approach to quality between all subcontractors and the program level organization including supporting the integration of the systems from a quality assurance perspective;
o Oversee the work of QA/QC personnel at HRH entities (Hitachi Rail STS and Hitachi Rail Italy) and Subcontractors, to ensure effective implementation of their Supportive Quality Plans and Software Quality Assurance Plans in compliance with HRTP Specifications;
o Reviewing Core Systems design documents, inspection/ test plans and procedures, construction/installation work plans, commissioning test procedures and reports;
o Evaluating problems and verifying resolutions, including ordering rework or replacement for any non-conforming Work;
o Ensure the identification of any supplier and vendor issues/ problems and the sharing of these issues/ problems with all relevant Company units;
o Ensure the implementation of all quality assurance activities required to solve any supplier/ vendor issues/ problems;
o Ensure the preparation of a yearly internal and external quality audit program and implement the activities in accordance with the program schedule and defined methodology;
o Conducting training of key personnel on HRH QAP and Quality Implementing Procedures;
o Ensure the definition, planning and implementation of all Company activities required for the achievement of the Hitachi's quality certifications (e.g. ISO 9001).
Required Skills & Experience: • 5-10 Years Business Experience in Quality Management, including Quality Assurance/Quality Control activities, in a Project environment overseeing the delivery of contracts of a similar scope and complexity to the Honolulu Rail Transit Project;
• University Degree (Engineering) or Equivalent Technical background;
• Hawaii-registered Professional Engineer License;
• Preparation and Implementation of Quality Assurance Plans and procedures for design and/or construction;
• Experience in Software Quality Assurance, Hardware Quality Assurance, and Configuration Management;
• Design-Build experience;
• Process Management Knowledge and organization techniques;
• Knowledge of Risk and Opportunity Management;
• Knowledge of Project Management;
• Excellent knowledge MS Office package, in particular Word and Excel
• Detail-oriented;
• Excellent communication skills;
• Team player;
• Good problem solving skills;
• Knowledge and implementation experience of applicable standards (e.g., ISO 9001:2015, CENELEC, CMMI, IRIS, etc.).
Desired Skills & Experience: • Bachelor's Degree in Electrical or Electronics Engineering preferred;
• Demonstrated experience in installation and testing of rail transit systems and vehicles;
• Experience in working in a multi-cultural team environment for effective project delivery;
• Certification to ISO 9001:2015 Certified Lead Auditor (CQA), Certified Quality Engineer (CQE), or Certified Manager of Quality/Operational Excellence (CQM/OE) a plus.
