Hitachi Rail is looking for an enthusiastic self-motivated Principal Local Procurement Buyer who thrives in a fast-paced environment.  The successful candidate is comfortable performing a wide range of tasks from administrative to strategic.  The position is based Pearl City, HI. 

Accountabilities:

• Ensure the breakdown of bid scope of work and the assignment of sourcing activities for each bid items (power supplier, telecoms, local) to the relevant procurement unit
• Ensure the monitoring and reporting of both Sourcing activities and Supplier data and performances
• Ensure the Post of Bid Award Analysis (Win-Loss-Variance)
• Ensure definition and implementation of sourcing strategy for local commodities (e.g. Civil works, installations) and local categories (e.g. facility management, direct materials), in compliance with global strategy (e.g. External technical services)
• Ensure procurement market intelligence by collecting data and -liaising with relevant units e.g.: local commercial units –in order to guarantee customer/ suppliers market reports and analysis
• Ensure the implementation of procurement transactional operations for local commodities by:
  • presenting sourcing recommendations to get sourcing approval for local commodities
  • identifying sourcing tactics to leverage supplier base aiming to get competitive solutions
  • leading commercial and contracts negotiations with support of global procurement organization
  • formalizing achieved agreements by means of MoU, LOI, LOA and final Contract in respect of local procurement activities and in alignment with delegated procurement powers and procurement internal processes and procedures
  • contributing  to contract management in cooperation with project team
• Ensure the issue of local Procurement Annual Operating Plan for projects/Bid
• Ensure the implementation and compliance with Company relevant Processes and rules for the assigned area
• Ensure the issuing of a risk mitigation plan in order to monitor and control Procurement Risks for the assigned geographic areas
• Ensure the monitoring and resolution of the issues of Local suppliers (e.g.: variation order, contract clauses) in collaboration with global commodity units, if needed
• Ensure the collection and provision to the SP unit of all Procurement data relevant -for the assigned local commodity/category-to make “Cost Estimation Template” for the specific bid
• Ensure the identification and escalation to the Global Commodity unit of any (internal or external) issues when related to Global suppliers /Global Commodities (e.g.: variation order contract clauses)
