Under the direct supervision of higher level management this position is primarily responsible for compliance on the import/export of goods, adhering to company policy and government regulations, while also providing guidance, instruction and/or localized training and document generation for import/export transactions.  This position exercises independent judgment and operates within established corporate guidelines. 

Essential Functions: Includes the following (Other duties may be documented and assigned by local management based on the strengths of the employee and the needs of the department and/or company):

  • Have understanding of and utilize the Export Administration Regulations (EAR) for export control.
  • Receive electronic import shipment notifications; Prepare and issue import instructions to brokers (BIL) for the release of goods by customs.
  • Assist local and corporate IEG with managing our SOP and ensuring the adherence to it by our approved brokers.
  • Provide instruction to shipping and freight forwarders for the export of goods.
  • Provide the classification of goods, vehicles, test equipment, research equipment, personal effects (Expatriate transitions), samples or any other item shipped from country-country using the Harmonized Tariff Schedule (HTS) and/or Schedule B by means of lookup and research; Prepare electronic support packets to support generated classifications.
  • Determine the ECCN of exported goods through similar methodology and include in the electronic support packets.
  • Maintain HTS logs for quick reference.
  • Maintain/generate all records including but not limited to daily import and export transaction logs, liquidation notices and entry verification notices.
  • Self audit of records on all imported/exported transactions (IEG/Shipping Departments) to ensure ongoing compliance; Assist on outside agency audits by providing records or demonstrating knowledge of compliance requirements.  Report findings and improvement opportunities to direct, executive and corporate management.
  • Organize, maintain and retain all records for quick access in adherence to company policy.
  • Conduct employee screening checks as required per regulatory mandates.
  • Conduct “prohibited parties” screening as required by Federal law mandates.
  • Monitor various duty savings programs and promote their use such as through the application of the prototype provision rule or the export/re-import of goods for repair, rework or upgrade.
  • Maintain updated knowledge of other government agency (OGA) Import/Export requirements including EPA, NHTSA, FCC, FDA, FAA, etc. as required.
  • Understand and instruct staff, if necessary, on the proper use of incoterms.
  • Assist corporate on the review and/or update of Import/Export Compliance Manuals.
  • Perform new hire orientations and provide training to site employees as necessary on policies, procedures and work instructions, including the preparation of all presentation materials.
  • Provide general staff support as necessary or required by departmental management.

Additional requirements, including non-IEG departmental requirements, of position:

  • Receive all shipping and receiving invoices and verify transactions (FedEx, UPS, DHL, Nippon, Hitachi Transport, Reliable, etc.)
  • Record all export documentation pertaining to each export, cost, duty, freight, etc.
  • Complete payment vouchers and forward to HK (F&A dept.) for payment.
  • Receive all Facility invoices, complete payment voucher and forward required information to HK (F&A dept.) for payment.

Certification/licensing requirements of position:

  • Maintain continuous education by application for internal and external training seminars.
  • DOT Certification for EPA-RCRA Hazard Waste Management.
  • DOT Certification for the shipping of Hazardous Goods.

Knowledge skills and abilities: Be able to perform each essential duty satisfactorily; Be able to perform duties utilizing current company software applications with strong emphasis on Microsoft Office products; Have excellent interpersonal, organizational, electronic, verbal and written communication skills; Perform duties in an ethical and professional manner; Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Licensed Customs Broker preferred.

Education:       High school graduate or equivalent required.  Some college preferred.

Experience:      Minimum 2 years prior related experience preferred.

Job level determined by various factors such as organization size, responsibility, career stage, and capabilities.

Supervisory Responsibilities:   May be required to supervise the duties of others to perform the job responsibilities as designated by area/department management.

Working Conditions:

Physical Demands: Required to sit or stand for long periods of time. The employee may occasionally lift and/or move up to 25 pounds.  Have ability to work 40-60 hours per week.

Travel: Domestic and international may be required as needed. 

Work Environment: Primarily in a professional business office with exposure to testing areas and periodic exposure to manufacturing environments.
