Hitachi Rail is looking for an enthusiastic self-motivated Chief Safety Officer (HuLRT Project) who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Pittsburgh, PA.

Accountabilities

  • The Chief Safety Officer is accountable for the Project Co.’s entire safety certification program per the FTA Guidebook Process.  The CSaO leads a team of Safety Managers across multiple areas including Civil Works Functional Safety, Integration of Systems Functional Safety, Rail Car Functional Safety, and Operations & Maintenance Functional Safety.
  • Provides leadership, vision, and strategic direction for the effective identification, development, management, and assessment of Functional Safety initiatives and standards [i.e. FTA Guidebook] which are aligned with the Project Co’s strategic priorities and business objectives.
  • Directs the coordination of Functional Safety efforts across the Transportation Integrated Solutions Organization partnering with Civil Works, Integrated Systems, Railcar Engineering, Operations & Maintenance to ensure a homogeneous approach to functional safety as per the FTA Guidebook process.
  • Acting as the point of contact with Contracting Authority in respect of the functional system safety and assurance activities.
  • Coordinating with the Contracting Authority, Emergency Service Providers, Railway Companies, Project Co Independent Safety Assessor, the Civil Contractors, and Operations & Maintenance Contractors on all aspects of functional system safety and assurance; and
  • The development and implementation of the System Safety Plan, Project Co Safety Management System, Emergency Response Plan, Transportation Solutions Level Preliminary Hazard Analysis, Transportation Level Hazard Tracking, Transportation Level Certificates of Conformance, Monthly Technical Safety Report(s), and the Transportation Level Safety Verification & Validation Report.
  • Chairing all meetings with the CA, such as Fire Life Safety Meeting, ISA coordination meetings, Functional Safety Management coordination meetings, and any meeting regarding functional safety with the CA.

Required Skills/ Knowledge

  • 15 years of experience with at least 5 of these years in positions with Safety  management leadership responsibilities on rail projects.
  • Local experience considered an asset.

Education / Qualifications

  • Bachelor’s degree in an Engineering or Business Management Discipline with background in Functional Safety Certification, per the FTA Guidebook (preferred) or CENELEC Standard is required plus;
  • Advanced degree such as MBA or MS preferred.
  • Must be registered as a Professional Engineer (P.Eng.) with the Association of Professional Engineers of Ontario.
  • Professional affiliations, certificates, or awards desirable.

  • Skilled in interacting with direct and indirect reporting employees and with company managers;
  • Skilled in interacting with subcontractors and with customers and customer representatives;
  • Excellent communication skills and a strong, self-motivated, work ethic;
  • Ability to meet deadlines and work under pressure;
  • Proficiency with MS Office applications (Excel, Word, Power Point, Access);
  • Proficient in English speaking, reading, and writing;
  • Excellent organizational and time management skills and the ability to work on multiple demands simultaneously.
