Lead end-to-end tender and project procurement for large-scale EPC programs, from pre-bid strategy through execution and closeout. Own the Tender Sourcing Plan (TSP) and Project Procurement Plan (PPP), drive On-Time Delivery (OTD) for long-lead and critical-path equipment, and ensure cost, schedule, quality, and compliance targets are met. Operate in a high-volume, fast-paced, multicultural environment and actively partner with Sales, Engineering, Project Controls, Construction, Quality, Legal, Finance, Transportation, Trade & Logistics, and global category teams to deliver reliable and sustainable power infrastructure.
Main Accountabilities - Responsibilities, Tasks & Interactions
Embed Supply Chain into tender strategy by developing sourcing approaches, preliminary supplier lists, and should-cost estimates aligned with the bid schedule and risk profile.
Issue compliant RFIs and RFQs in accordance with the sourcing strategy and perform techno-commercial evaluations with Engineering and Sales.
Provide pricing, lead-time, logistics, inspection, and risk inputs to proposals, documenting supplier assumptions, alternatives, and value engineering options.
Ensure tender compliance with corporate SCM policies, category strategies, and delegation of authority.
Develop the procurement schedule with the Master Scheduler using Primavera P6, linking engineering deliverables to purchase-order placement, manufacturing milestones, FAT/SAT activities, and shipping windows.
Anticipate, mitigate, and communicate delivery risks related to supply, capacity, geopolitical conditions, logistics, and quality; define triggers, mitigations, and recovery paths.
Sourcing, Contracting & Supplier Management
Support Category Management, as required, with RFQs, supplier follow-up, and communications for project-specific materials and services.
Support Category Management in negotiating price, liquidated damages, warranties, Incoterms, payment milestones, performance guarantees, documentation and ITP requirements, and other commercial terms.
Support Category Management in managing supplier relationships in partnership with regional, North America, and global teams, aligned with framework agreements and sustainability goals.
Expediting & On-Time Delivery
Implement tiered expediting plans for critical packages; conduct shop visits and status reviews; validate capacity, materials, and sub-tier performance.
Track milestones including drawing approvals, material release, fabrication, coatings, assembly, testing, packing, and ship readiness; drive recovery plans for slippages through split shipments, alternate routings, and parallel documentation.
Support the Transportation, Trade & Logistics manager with bookings, customs, and site-delivery sequencing; publish weekly look-ahead and OTD dashboards.
Supplier Quality & Documentation
Coordinate with Quality on Inspection and Test Plans (ITPs), witness and hold points, Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and NCR/SNCRP closure.
Ensure compliance with applicable standards, such as ISO 9001 and ASME, ASTM, API, or EN standards, depending on scope.
Prevent documentation delays by actively managing drawing submittals, drawing approvals, and other required deliverables.
Cross-Functional Integration & Change Control
Serve as the primary SCM interface to Sales, Engineering, Project Management, and Site teams, communicating relevant project information to the broader SCM and Transportation, Trade & Logistics team.
Understand commercial requirements and communicate associated risks to Category Management and Transportation, Trade & Logistics teams.
Reporting, Analytics & Governance
Publish weekly procurement dashboards covering OTD, progress against the baseline S-curve, expediting priorities, and risk heatmaps.
Drive continuous improvement through supplier quality, corrective actions, and KPI reviews.
Required Qualifications
Bachelor's degree in Supply Chain, Engineering, or a related field; 8-10 years of relevant experience may be considered in lieu of a degree.
Five or more years of supply chain or procurement experience in project environments such as EPC, grid automation, utilities, industrial, or similar businesses.
Proven track record managing large-scale procurement plans.
Demonstrated success driving critical-path OTD of at least 95% through rigorous expediting and recovery planning.
Hands-on exposure to supplier quality processes including ITPs, FAT/SAT, and NCR/SNCRP.
Proficiency with ERP systems such as SAP or Oracle, scheduling tools such as Primavera P6 or MS Project, and analytics tools such as Power BI or Excel.
Fluency in English, written and verbal, and willingness to travel as required.
Preferred Qualifications
PMP, CPSM, CSCP, or Lean Six Sigma Green Belt certification.
Experience with global logistics, customs compliance, and supplier development.
Familiarity with equipment specific to PGGA technology, solutions, services, and market offerings.
